  3. Well, we cannot discuss the educational issues of deaf students till we all have the same kind of "political" information that we either opt to ignore or to promote.

    There are 12,000 students in the state of California (per California Department of Education - CDE). Between CSDF and CSDR, there are ONLY one thousand (1000) students.

    Tell me where we can find STAR results for 11,000 California DHH students! FACT: we cannot...

    Those statistics are embedded in all Special Education statistics.

    FACT: in 2007, it took a legislative mandate -- no less -- to get the latest reading and math scores for deaf and HH students. They are not pretty.

    8% of deaf students are reading at grade or above level.
    10% of deaf students pass grade level Math or above.

    15% of HH students are reading at grade or above level.
    18% of HH students pass grade level Math or above.

    Special Education Local Planning agencies (SELPAs) are responsible for those statistics.

    FACT: most oral programs are small they are not required to report statistics at all.

    We need to get another legislative mandate to get the latest STAR results of our 11,000 DHH students. With California's budget woes, this is not possible.

    So, what should we do?

    If we overthrow CDE as was suggested, the problem would actually be the same.

    The problem is not CDE but our local educational agencies and the language decisions that are made.
